Desafios e oportunidades no Programa Universidade Para Todos

Abstract

O objetivo desta dissertação foi o de compreender os desafios e oportunidades proporcionados pelo Programa Universidade Para Todos – ProUni. Para atender tal objetivo, optamos por estudar a visão dos próprios bolsistas sobre o programa. Sendo assim, selecionamos em duas bases – a Scientific Electronic Library Online – SciELO e a Biblioteca Digital Brasileira de Teses e Dissertações - trabalhos que atendessem a alguns critérios: serem trabalhos que tiveram como foco o estudo do ProUni e como método a obtenção de informações com o próprio beneficiário, seja por meio de entrevistas ou questionários. Os 53 trabalhos analisados foram produzidos entre os anos de 2009 e 2020. Tendo selecionado os trabalhos, buscamos compreender quais foram os principais desafios e oportunidades que esses prounistas levantaram. Os desafios, analisamos através das categorias de permanência e exclusão, e as oportunidades, através da rede de apoio e a inserção. Dentro dessas categorias ainda fizemos subdivisões com finalidades analíticas e expositivas. O que foi possível notar é que há uma convergência entre as dificuldades e oportunidades nos trabalhos analisados, confirmando a hipótese da dissertação. Observamos que as dificuldades se centram nas ausências do programa – como política de permanência e em fatores sociais que permeiam a sociedade brasileira como um todo, como a exclusão e os preconceitos. Nas potencialidades, notamos que se constroem numa relação com as dificuldades: por exemplo, a falta de uma política de permanência suscita no estabelecimento de uma rede de apoio entre os estudantes, que, mutualmente, se ajudam no percurso acadêmico.

The objective of this dissertation was to understand the challenges and opportunities provided by the Programa Universidade Para Todos - ProUni. To comply with this objective, we chose to study the scholarship holders' own view of the program. Therefore, we selected works on two bases - the Scientific Electronic Library Online - SciELO and the Brazilian Digital Library of Theses and Dissertations, which met some criteria: they were works that focused on the study of ProUni and as a methodology the relationship with itself beneficiary, either through interviews or questionnaires. The analyzed works were produced between the years 2009 and 2020. Having selected these works, we seek to understand what were the main challenges and opportunities that these scholarship students raised. The challenges are analyzed through the categories of permanence and exclusion, and in the opportunities through the support network and insertion. Within these categories we also made subdivisions for analytical and expository purposes. What was possible to notice is that there is a convergence between the difficulties and opportunities in the studies analyzed, confirming the dissertation's hypothesis. We observed that the difficulties are centered on the absences of the program - as a policy of permanence, and on social factors that permeate Brazilian society as a whole, such as exclusion and prejudices. In terms of potential, we note that they are built in a relationship with difficulties: for example, the lack of a permanence policy leads to the establishment of a support network among students, who mutually help each other in the academic path.
