A população em situação de rua, a mídia e as gestões municipais na cidade de São Paulo (1992-2019)

Abstract

O que motiva a presente pesquisa é a tentativa de compreender a significação do fenômeno da População em Situação de Rua na Cidade de São Paulo. A pesquisa investiga as diferentes matérias publicadas e divulgadas pela mídia a respeito da População em Situação de Rua na cidade de São Paulo entre os anos de 1992 e 2019, tendo como objetivo a análise das diferentes posturas e condições oferecidas pelas gestões públicas municipais na cidade de São Paulo, através do levantamento de notícias de jornais. Analisa-se quais os discursos, narrativas e iniciativas voltados para a População em Situação de Rua aconteceram nesse período. Como resultado, compreende-se a maneira que o assunto era visto e retratado para a sociedade através das notícias, a frequência com que o assunto aparece na mídia e as contradições na disputa do espaço urbano em que essa população está inserida. A investigação justifica-se pela necessidade de uma maior compreensão e estudo do tema, visto que a cidade de São Paulo concentra o maior número de pessoas vivendo em Situação de Rua em todo o Brasil.

What motivates this research is the attempt to understand the significance of the Homeless Population phenomenon in the City of São Paulo. The research investigates the different articles published and disseminated by the media regarding the Homeless Population in the city of São Paulo between the years 1992 and 2019, with the objective of analyzing the different postures and conditions offered by municipal public administrations in the city of São Paulo, through the survey of news from newspapers. It analyzes which speeches, narratives and initiatives aimed at the Homeless Population took place during this period. As a result, the way the subject was seen and portrayed to society through the news is understood, the frequency with which the subject appears in the media and the contradictions in the dispute for the urban space in which this population is inserted. The investigation is justified by the need for a greater understanding and study of the subject, since the city of São Paulo concentrates the largest number of people living in a Street Situation in all of Brazil.
