Praça Roosevelt: espaço emblemático na construção da metrópole de São Paulo

Abstract

Esta pesquisa apresenta uma leitura sobre a formação da metrópole de São Paulo a partir da análise da Praça Franklin Dellano Roosevelt localizada em seu Centro Histórico, utilizada como objeto de estudo que permitiu verificar planos e projetos implantados em tempos distintos, em resposta às diferentes agendas voltadas ao desenvolvimento urbano no centro. A tese demonstra que a Praça preserva a memória e constitui um agente da construção da cidade desde sua origem até a contemporaneidade, permitindo observar diferentes níveis de apropriação social diante da confluência das territorialidades que se sobrepõem ao seu espaço físico. Organizou-se a argumentação em três partes. A primeira trata da formação do território até os anos 1940, quando a Roosevelt passou a relacionar-se com o Plano de Avenidas de Prestes Maia e foi foco do consumo da elite e da boemia paulistana da época. A segunda tece reflexões sobre a idealização de espaços públicos a partir do projeto e dos planos realizados no final dos anos 1960, quando a praça integrou as intervenções no Centro Histórico que refletiram em seu espaço a implantação da via expressa Leste-Oeste, face a metropolização da cidade e a construção da praça cívica paulistana, o “edifício-praça”, como espelho da eficiência do regime autoritário no período e da modernidade esperada para a recém nomeada metrópole mundial. O declínio, a obsolescência de usos e degradação física de espaços centrais nos anos 1980 conduzidos, em parte, pelo deslocamento de investimentos e usos para outros eixos de expansão da cidade, manifestaram o paradigma da “volta ao centro” nos anos 1990 que expressaram na praça estratégias voltadas à renovação da área central. Assim, a tese avança para a parte final discutindo as relações entre os convívios, conflitos e confrontos na apropriação deste espaço público entre os anos 2000 e 2010, quando passou por reforma e foi reinaugurada em 2012. Como resultados, as reflexões geradas a partir do estudo da praça na atualidade lançam luz sobre a importância dos estudos urbanos a partir dos espaços públicos, ao permitirem antever os limites e alcances das ações de intervenção voltadas à regeneração urbana nos centros históricos de grandes cidades como São Paulo.

This research presents a reading about the formation of the metropolis of São Paulo from the analysis of Franklin Dellano Roosevelt Square located in its Historic Center, used as an object of study that allowed verifying plans and projects implemented at different times, in response to the different agendas focused on to urban development in the center. The thesis demonstrates that the Square preserves memory and constitutes an agent in the construction of the city from its origins to the present day, allowing the observation of different levels of social appropriation in the face of the confluence of territorialities that overlap its physical space. The argument was organized in three parts. The first deals with the formation of the territory until the 1940s, when Roosevelt became associated with Prestes Maia's Plan of Avenues and was the focus of consumption by the elite and bohemia in São Paulo at the time. The second weaves reflections on the idealization of public spaces based on the project and plans carried out in the late 1960s, when the square was part of interventions in the Historic Center that reflected in its space the implementation of the East-West expressway, in the face of metropolization of the city and the construction of the civic square in São Paulo, the “building-square”, as a mirror of the efficiency of the authoritarian regime in the period and of the expected modernity for the newly named world metropolis. The decline, obsolescence of uses and physical degradation of central spaces in the 1980s, driven, in part, by the displacement of investments and uses to other expansion axes of the city, manifested the paradigm of the “return to the center” in the 1990s that was expressed in the square strategies aimed at renovating the central area. Thus, the thesis advances to the final part, discussing the relationships between coexistence, conflicts and confrontations in the appropriation of this public space between the years 2000 and 2010, when it underwent renovation and was reopened in 2012. As a result, the reflections generated from the study of the square nowadays shed light on the importance of urban studies from the public spaces, by allowing to foresee the limits and scope of intervention actions aimed at urban regeneration in the historic centers of large cities such as São Paulo
