Política de abastecimento: o caso da Ceasa Campinas

Abstract

Análise da intervenção governamental no abastecimento, procurando verificar suas contribuições para o desenvolvimento da produção de hortigranjeiros, o aumento da eficiência do processo de comercialização, a diminuição de preços e o desenvolvimento de canais alternativos para a comercialização destes gêneros agrícolas. A avaliação da intervenção governamental no abastecimento foi feita apartir do estudo das Centrais de Abastecimento de Campinas S.A.(CEASA-Campinas). Compararam-se os objetivos da política de abastecimento com os resultados alcançados pela CEASA-Campinas. Os resultados indicaram que a CEASA-Campinas desenvolveu iniciativascom vistas à melhoria da produção e da comercialização de alimentos e ao atendimento das necessidades da população carente. Todavia, a partir do momento em que a gestão passou a ser de responsabilidade exclusiva da Prefeitura Municipal de Campinas, suas iniciativas ganharam um caráter mais comercial, voltado às questões locais.

Analysis of governmental intervention in the supply chain, seeking to verify its contributions to the development of fruit and vegetable production, the increase in the efficiency of the commercialization process, the reduction of prices, and the development of alternative channels for the commercialization of these agricultural products. The evaluation of governmental intervention in the supply chain was based on the study of the Supply Centers of Campinas S.A. (CEASA-Campinas). The objectives of the supply policy were compared with the results achieved by CEASA-Campinas. The results indicated that CEASA-Campinas developed initiatives aimed at improving the production and commercialization of food and meeting the needs of the underprivileged population. However, from the moment that the management became the exclusive responsibility of the Municipal Government of Campinas, its initiatives took on a more commercial character, focused on local issues
