O acirramento da necropolítica educacional do estado de São Paulo durante a pandemia de Covid-19

Abstract

Trata-se de pesquisa sobre o direito à educação e políticas públicas educacionais do Estado de São Paulo, cujo objetivo principal foi abordar a gestão estadual, a partir da perspectiva da Necropolítica proposta por Achille Mbembe, em conjunto com o Neoliberalismo, para que, assim, possa-se concluir como a gestão estadual é caracterizada por uma Necropolítica educacional direcionada aos grupos mais vulneráveis. A partir disso, a pesquisa tem como objetivo específico a análise da gestão estadual antes e durante a pandemia de COVID-19 no estado de São Paulo e os seus desdobramentos na questão educacional. A pesquisa tem início com a contextualização dos termos filosóficos e teóricos. O estudo foi feito através dasseguintes metodologias, a saber: fundamentação teórica e filosófica para contextualização dos termos utilizados, passando por conceitos, como biopoder, biopolítica, necropolítica e neoliberalismo; e análise dos dados oficiais divulgados. A análise busca abordar dois pontos: o trabalho do docente e a qualidade do ensino nas redes estaduais. A necropolítica também é entendida como a morte em seu sentido social, ou seja, para além da morte física. Oque verificamos no presente trabalho é que as políticas adotadas no Estado de São Paulo estãohá muitas décadas excluindo os grupos já vulneráveis, causando-lhes a morte social , além de aumentar , com o início da pandemia, o número da própria morte física. Com isso, os resultados obtidos indicam que há uma precarização nos dois setores e que, com o inícioda pandemia, ocorreu o acirramento dessa política de morte.

The research hereby concerns the right to education and educational public policies in São Paulo State, which aims to approach the state administration, from the regard of Necropolitics presented by Achille Mbembe, alongside the Neoliberalism, so we can draw a conclusion on how the state administration is marked by an educational Necropolitics addressed to the most vulnerable groups. In this regard, the research targets especially the analysis of the state administration before and during the COVID-19 pandemics in São Paulo State and its outcomes in educational matters, concluding that there was an escalation of the Necropolitics. The research begins with the contextualization of the philosophical the theoretical terms. The study has been made by the following methodologies, namely: theoretical and philosophical background for the contextualization of the terms used, includingconcepts such as biopower, biopolitics, necropolitics and neoliberalism; analysis of released official data. The analysis aims to approach two topics: teaching work andthe quality of education in state school systems. The necropolitics can also mean the death, in its social meaning, which is beyond the physical death. What we have observed in the paper hereby is that the policies adopted in São Paulo State, for decades, has been excluding and causing social death of groups that are already vulnerable. Besides involving, with the beginning of the pandemics, the escalation of the number of physical deaths itself. Furthermore,the results achieved indicate that there is a precarization in both sectors and that, in the early stages of the pandemics, it has occurred an escalation in this death policy.
