Brazil, as well as the other Latin American countries, has several social movements, which are engaged in the construction of popular education in regions of vulnerability and conflict. In 2014, the Framework of Reference of Popular Education for Public Policies (Marco de Referência da Educação Popular para as Políticas Públicas) was created, a federal document which is the result of the demand of some social movements, universities and educators. The overall aim of this paper is to understand what the representatives of social movements think of the Framework of Reference of Popular Education for Public Policies. For this purpose, some conceptions of popular education were used. One of them is presented by Simón Rodríguez, a Venezuelan educator who lived from the eighteenth to the nineteenth century. This paper was based on empirical research by means of semi-structured interviews with representatives of civil society and universities responsible for creating the Framework of Reference of Popular Education for Public Policies. Therefore, the research question is: what do the representatives of social movements think of the Framework of Reference of Popular Education for Public Policies? The results consist in the affirmation that, when integrated in institutional environments, popular education does not lose its identity, since only values are incorporated, which are important for the creation of a more equal society. Furthermore, grassroots organizing is what, in fact, characterizes and supports popular education.
