Gestão participativa e urbanização: da favela para o bairro Capuava em Santo André, SP

Abstract

O objetivo deste trabalho é analisar o processo de gestão participativa na urbanização da antiga favela Jardim Capuava e, a partir de julho de 2005, bairro Jardim Capuava em Santo André, SP. O desafio relaciona-se à avaliação deste processo, tanto do ponto de vista da gestão pública municipal, quanto dos moradores, após as mudanças de remanejamentos e reassentamentos ocorridas no núcleo pela urbanização da Prefeitura de Santo André. Para desenvolver este objetivo, aplica-se uma pesquisa documental e entrevistas de história oral. Uma das razões principais que justifica este estudo é a representatividade reconhecida em nível nacional e internacional do PIIS - Projeto Integrado de Inclusão Social, atualmente denominado Santo André Mais Igual, na discussão e experiência em gestão participativa em projetos de urbanização de favela no país.

The work aims to analyze on the process of management participation and old slum upgranding Jardim Capuava and, since july 2005, neighbourhood Jardim Capuava in the municipality Santo André, SP. The challenger it becomes related evaluation of this process, as much of the point of the view of municipality, how much of the inhabitants, after the occurred changes of remove for the urbanization of the Santo André city. To develop this objective one applies a documentary research and interview of verbal history. One of the main reasons that it justifies this study it is the recognized representation in the national and international level of the Projeto Integrado de Inclusão Social-PIIS , currently called Santo André Mais Igual , in quarrel and experience in management participation in projects of the slum upgrading in the slums urbanization in the country.
