A “onda rosa” latino-americana e o debate decolonial: as relações e influências na região

Abstract

A Onda Rosa foi um período que se iniciou em 1999, com a chegada de Hugo Chávez no poder da Venezuela, e se finalizou, entre 2010 e 2015. Marcado pela chegada de governos de esquerda no poder, o período possibilitou mudanças políticas, econômicas e sociais na América Latina. Por outro lado, o debate decolonial se colocou nas academias durante a década de 1990 através do “Grupo Modernidade/ Colonialidade”. Através da construção de “Cooperações Sul-Sul", e da busca pelo fim das raízes coloniais na região, o discurso decolonial pode ser visto como base de falas de representantes estatais. Nesse sentido, esse trabalho visa entender as relações entre o movimento Onda Rosa e o debate decolonial nas políticas externas dessa região. Para isso, foram escolhidos três países chaves de análise: Argentina, Bolívia e Brasil. No trabalho, foi realizado um estudo sobre alguns conceitos decolonias de teóricos desses países para complementar a pesquisa. Além disso, discursos de representantes desses Estados no período foram explorados para entender como os movimentos se tangenciavam. Por fim, organizações latino-americanas que foram criadas, ou se fortaleceram nessa época, foram observadas para entender a materialização proferidas por esses países, fazendo eco aos anseios dos mesmos. Assim, através de métodos qualitativos o trabalho comprovou que há uma relação cíclica entre a Onda Rosa e o debate decolonial.

The Left Wing was a period that began in 1999 with the rise of Hugo Chávez's in the government of Venezuela and ended between 2010 and 2015. Characterized by the emergence of leftist governments, this period enabled political, economic, and social changes in Latin America. On the other hand, the decolonial debate emerged in the academy during the 1990s through the “Modernity/Coloniality Group”. Through the establishment of "South-South Cooperations" and the quest to end colonial roots in the region, the decolonial discourse could be seen as a basis for the statements of state representatives. That way, this work aims to understand the relationships between the Left-Wing movement and the decolonial debate in the foreign policies of this region. To achieve this, three key countries were chosen: Argentina, Bolivia, and Brazil. The study involved an examination of some decolonial concepts from theorists of these countries to complement the research. Additionally, representatives of these states' speeches were explored to understand how the movements were intersected. Finally, Latin American organizations that were created or strengthened during this time were observed to understand how they were a materialization of the statements of these countries, echoing their aspirations. Thus, through qualitative methods, the study demonstrated that there is a cyclical relationship between the Left Wing and the decolonial debate.
