Educação da mulher para a democracia no âmbito da Organização dos Estados Americanos: análise crítica à luz da perspectiva crítica feminista descolonial

Abstract

O presente trabalho tem como objetivo a delimitação do conteúdo normativo da educação da mulher para a democracia da Organização dos Estados Americanos, a partir da perspectiva crítica feminista descolonial. Os processos de colonização e dominação na América Latina, envoltos pelos eixos de dominação referentes à classe, à raça e ao gênero, contribuíram para tornar invisível o gênero feminino, inclusive no âmbito da participação social e educação para a democracia. Para a realização da análise indicada, a dissertação utilizou o levantamento e a sistematização referentes aos documentos normativos e programas no âmbito da Organização dos Estados Americanos sobre o tema; revisão bibliográfica do pensamento crítico feminista descolonial, com destaque para autoras latinoamericanas; e, por fim, do debate sobre a educação da mulher para a democracia, a partir do marco teórico crítico indicado, no âmbito da Organização. O estudo defende que a OEA, embora traga previsões sobre os direitos políticos das mulheres, faz isso a partir do quadro da democracia representativa liberal. Dessa forma, o discurso da Organização é considerado meramente ideológico, não questiona a eliminação das desigualdades entre as mulheres e, consequentemente, não proporciona a participação dos diversos grupos femininos na democracia.

The idea of this paper is to deal with the delimitation of the normative content of the education of women for democracy, within the scope of the Organization of American States, from a decolonial feminist critical perspective. This is because, as will be seen, the processes of colonization and domination in Latin America, involved by the axes of domination referring to class, race and gender, contributed to the invisibility of the female gender, including with regard to participation and education for the democracy. To carry out the indicated analysis, the dissertation will use the survey and systematization of normative documents and programs within the scope of the Organization of American States on the subject, the bibliographical review of decolonial feminist critical thinking, with emphasis on Latin American authors and, finally, the debate on the education of women for democracy, based on the critical theoretical framework indicated, within the scope of the Organization. It argues that the OAS, although it makes predictions about women's political rights, does so within the framework of liberal representative democracy. In this way, the Organization's discourse is considered merely ideological, does not question the elimination of inequalities among women and, consequently, does not provide for the participation of different female groups in democracy.
