Os processos sociais de formação da subjetividade neoliberal nas ações de diagnóstico e promoção do trabalho decente da OIT

Abstract

A presente dissertação tem como objetivo central investigar se a Organização Internacional do Trabalho (OIT) considera os processos sociais de formação da subjetividade neoliberal nas ações de cooperação internacional para a promoção do Trabalho Decente. O primeiro capítulo contextualiza o Trabalho Decente, analisando sua relação com a saúde mental e a subjetividade neoliberal. Inicialmente, será abordado o processo histórico-social de formação da OIT e o desenvolvimento da concepção de Trabalho Decente, com destaque para a inclusão do meio ambiente seguro e saudável como direito fundamental do trabalho. Em seguida, será discutida a relação entre saúde mental e trabalho, explorando o conceito de desgaste mental proposto por Edith Seligmann-Silva. Por fim, será examinado o neoliberalismo e suas origens teóricas, com foco nos impactos desse fenômeno na formação da subjetividade e na saúde mental dos trabalhadores, utilizando as contribuições de Michel Foucault. O segundo capítulo consistirá em uma análise de conteúdo dos documentos oficiais da OIT, utilizando o método de Laurence Bardin. Serão examinadas as Memórias-Gerais do Diretor-Geral da OIT e os relatórios temáticos dirigidos aos Estados Membros entre 1999 e 2023. Serão definidas categorias de análise a priori, com base nos descritores construídos a partir do levantamento bibliográfico, para investigar como a OIT aborda o tema da formação da subjetividade neoliberal em suas iniciativas de promoção do Trabalho Decente. O terceiro capítulo consistirá na análise dos dados obtidos, destacando tendências, lacunas e contradições encontradas nos documentos analisados. Será feita uma reflexão sobre a coerência entre os discursos e as práticas da OIT em relação à promoção do Trabalho Decente e a consideração da formação social da subjetividade neoliberal. Por fim, será apresentada uma conclusão, retomando os resultados encontrados e suas implicações para a compreensão das políticas internacionais de trabalho e da relação entre neoliberalismo, subjetividade e Trabalho Decente. A pesquisa utilizará o método hipotéticodedutivo, partindo da hipótese de que a OIT não considera o processo de formação da subjetividade neoliberal em suas ações de cooperação internacional para a promoção do Trabalho Decente. A testagem dessa hipótese será realizada por meio de um procedimento bibliográfico-documental, seguido pela análise de conteúdo dos documentos da OIT.

The central aim of this dissertation is to investigate whether the International Labor Organization (ILO) considers the social processes of neoliberal subjectivity formation in international cooperation actions to promote Decent Work. The first chapter contextualizes Decent Work, analyzing its relationship with mental health and neoliberal subjectivity. Initially, the historical and social process of the formation of the ILO and the development of the concept of Decent Work will be addressed, with emphasis on the inclusion of a safe and healthy environment as a fundamental right at work. Next, the relationship between mental health and work will be discussed, exploring the concept of mental exhaustion proposed by Edith Seligmann-Silva. Finally, neoliberalism and its theoretical origins will be examined, with a focus on the impacts of this phenomenon on the formation of subjectivity and the mental health of workers, using the contributions of Michel Foucault. The second chapter will consist of a content analysis of official ILO documents, using Laurence Bardin's method. The General Memoirs of the Director-General of the ILO and the thematic reports addressed to the Member States between 1999 and 2023 will be examined. Categories of analysis will be defined a priori, based on the descriptors constructed from the bibliographic survey, to investigate how the ILO approaches the issue of the formation of neoliberal subjectivity in its initiatives to promote Decent Work. The third chapter will consist of an analysis of the data obtained, highlighting trends, gaps and contradictions found in the documents analyzed. A reflection will be made on the coherence between the ILO's discourses and practices in relation to the promotion of Decent Work and the consideration of the social formation of neoliberal subjectivity. Finally, a conclusion will be presented, taking up the results found and their implications for understanding international labor policies and the relationship between neoliberalism, subjectivity and Decent Work. The research will use the hypothetical-deductive method, starting from the hypothesis that the ILO does not consider the process of formation of neoliberal subjectivity in its international cooperation actions to promote Decent Work. This hypothesis will be tested through a bibliographic-documentary procedure, followed by a content analysis of ILO documents.
