Entre Fronteiras e Cartéis: O Narcotráfico na Construção da Política externa da Colômbia entre 1980 e 2000

Abstract

A pesquisa teve como objetivo geral compreender como o narcotráfico influenciou a construção da Política Externa da Colômbia entre 1980 e 2000, aprofundando-se na análise da relação histórica entre EUA e Colômbia e como esta influenciou na construção de políticas domésticas colombianas para combater o narcotráfico na região. A pesquisa utiliza a metodologia do Estudo de Caso pois este método permite a identificação de um padrão da situação que será analisada, aprofundando-se em investigar de forma específica o ocorrido. A pesquisa também foi classificada como bibliográfica pois se fundamenta em livros, artigos, teorias, conceitos e documentos como “A evolução dos Estudos de Segurança Internacional” de Barry Buzan e Lene Hansen (2008); “International Politics Is Not Foreign Policy” de Kenneth Waltz (1996) e da Teoria do Jogo de Dois Níveis de Putnam (1988), visto a abordagem de campos temáticos e empíricos relevantes para as Relações Internacionais, propondo novas formas de interpretação dos conceitos de segurança, distribuição de poder no sistema internacional e intersecção de interesses domésticos e externos de cada Estado. Assim, foi possível entender o narcotráfico como ameaça transnacional e explorar as consequências de sua dinâmica na formulação da diplomacia e política colombiana.The primary objective of this research was to understand how drug trafficking influenced the development of Colombia’s foreign policy between 1980 and 2000. It focus on the historical relationship between the United States and Colombia, examining how this bilateral dynamic shaped Colombia’s domestic policies aimed at combating drug trafficking. The study adopts the Case Study methodology, which enables the identification of patterns within the phenomenon under analysis and allows for an in-depth investigation of specific occurrences. Additionally, the research is classified as bibliographic, drawing upon books, academic articles, theories, concepts, and documents such as The Evolution of International Security Studies by Barry Buzan and Lene Hansen (2008); International Politics Is Not Foreign Policy by Kenneth Waltz (1996); and Putnam’s Two-Level Game Theory (1988). These sources provide thematic and empirical frameworks relevant to the field of International Relations, offering new interpretative approaches to concepts such as security, power distribution in the international system, and the intersection of domestic and foreign interests of individual states. The study conceptualizes drug trafficking as a transnational threat and explores the implications of its dynamics for the formulation of Colombian diplomacy and policy.
