Resumo
Esta pesquisa investiga como as conferências da ONU ao longo das últimas
quatro décadas influenciou as políticas habitacionais e urbanas em territórios
periféricos, com foco na Vila Nova Jaguaré, em São Paulo. A análise se orienta por
uma perspectiva ambiental, considerando a interação entre infraestrutura urbana,
sustentabilidade e vulnerabilidade socioeconômica. O estudo examina as
intervenções realizadas no território ao longo de diversas gestões municipais,
avaliando sua compatibilidade com os princípios do desenvolvimento sustentável e os
seus desafios para implementação. A abordagem metodológica combina análises
qualitativas e quantitativas, utilizando dados históricos, censitários e, documentos
oficiais e secundários para compreender os impactos das políticas urbanas no meio
ambiente e na qualidade de vida da população. O estudo está estruturado em três
etapas: a contextualização das políticas internacionais e o posicionamento do Brasil
nas conferências da ONU, a análise das intervenções municipais na Vila Nova
Jaguaré e a avaliação dos avanços e retrocessos dessas ações em relação às metas
ambientais globais. Os resultados evidenciam a complexidade de alinhar as diretrizes
da sustentabilidade internacional com os desafios locais, ressaltando as contradições
entre planejamento urbano, conservação ambiental e demandas habitacionais. A
pesquisa contribui para o debate sobre desenvolvimento sustentável em áreas
periféricas urbanas, evidenciando a necessidade de políticas públicas mais integradas
e sensíveis às especificidades territoriais e sociais, pautadas em discussões
internacionais elaboradas por órgãos.
This research investigates how UN conferences over the last four decades have influenced housing and urban policies in peripheral territories, focusing on Vila Nova Jaguaré, in São Paulo. The analysis is guided by an environmental perspective, considering the interaction between urban infrastructure, sustainability and socioeconomic vulnerabilities. The study examines the interventions carried out in the territory over the course of several municipal administrations, assessing their compatibility with the principles of sustainable development and their implementation challenges. The methodological approach combines qualitative and quantitative analyses, using historical and census data, as well as official and secondary documents to understand the impacts of urban policies on the environment and the population's quality of life. The study is structured in three stages: contextualization of international policies and Brazil's positioning in UN conferences, analysis of municipal interventions in Vila Nova Jaguaré and assessment of the advances and setbacks of these actions in relation to global environmental goals. The results highlight the complexity of aligning international sustainability guidelines with local challenges, highlighting the contradictions between urban planning, environmental conservation and housing demands. The research contributes to the debate on sustainable development in peripheral urban areas, highlighting the need for more integrated public policies that are sensitive to territorial and social specificities, based on international discussions developed by organizations.
