Políticas públicas urbanas como instrumento de gestão municipal: o caso da cidade de Jundiaí

Abstract

Essa pesquisa teve como objetivo principal investigar como a requalificação urbana de uma cidade pode viabilizar a construção de políticas públicas, expressas em programas e inciativas voltadas para o público infantil em suas diferentes escalas e esferas de convívio social na cidade. A temática abordada nessa dissertação tem interfaces com várias outras áreas do conhecimento, principalmente a pedagogia, sociologia e psicologia e, por isso muitas das referências utilizadas se basearam em conceitos construídos nestas áreas liminares. Buscou-se como objetivo específico ampliar a inserção do conhecimento adquirido nesta temática no contexto da área da arquitetura e urbanismo a partir do levantamento, interpretação e acompanhamento das intervenções urbanas que ocorreram e as que estão programadas para ocorrer na cidade de Jundiaí com o olhar voltado para as crianças. Foram analisadas nesta perspectiva as iniciativas já tomadas e outras previstas para acontecer na cidade. Jundiaí integra a Rede Latino Americana “Cidade da Criança” e recém ingressou na rede internacional URBAN95, que tem como objetivo tornar a cidade um ambiente seguro e agradável para o desenvolvimento das crianças, e respectivos acompanhantes ou cuidadores.The main objective of this research was to investigate how the urban requalification of a city can enable the construction of public policies, expressed in programs and initiatives aimed at children in their different scales and spheres of social life.in the city. The theme addressed in this dissertation has interfaces with several other areas of knowledge, mainly pedagogy, sociology and psychology and, therefore, many of the references used were based on concepts constructed in these liminal areas. The specific objective was to expand the insertion of the knowledge acquired in this theme in the context of the area of architecture and urbanism from the survey, interpretation and follow-up of the urban interventions that took place and those that are scheduled to take place in the city of Jundiaí, with a focus on for the children. In this perspective, the initiatives already taken and others foreseen to happen in the city were analyzed. Jundiaí is part of the Latin American Network “Cidade da Criança” and has recently joined the international network URBAN95, which aims to make the city a safe and pleasant environment for the development of children, and their companions or caregivers.
