Tendências de transformação da paisagem rururbana metropolitana de Campinas-SP: o entorno do aeroporto internacional de Viracopos

Abstract

Esta pesquisa tem como objetivo revelar as tendências de transformação da paisagem rururbana a sudoeste do Aeroporto Internacional de Viracopos, localizado na porção sul do município de Campinas, através da identificação e caracterização de Unidades Morfo-territoriais. O recorte territorial de estudo é marcado pelo conflito entre a expansão do aeroporto e atividades correlatas e a preservação das atividades rurais e do patrimônio cultural e ambiental e pela sobreposição de diferentes escalas de planejamento com diretrizes, por vezes, contraditórias. Dessa forma, foram definidos como objetivos específicos: analisar as diversas peças de planejamento territorial incidentes e caracterizar Unidades Morfo-territoriais identificadas. A pesquisa se desenvolveu por meio de levantamento e análise do arcabouço regulatório municipal, estadual e federal relacionado ao planejamento e à gestão do território no entorno do aeroporto, além de revisão bibliográfica para aprofundamento teórico sobre conceitos relacionados ao rururbano, rural metropolitano, transição rural-urbano e metodologias de análise de paisagem, e, por fim, de levantamento e georreferenciamento de dados e informações necessárias à delimitação das Unidades Morfo-territoriais, baseada em metodologia desenvolvida por Magalhães (2015): padrões morfológicos da paisagem; uso e cobertura do solo; situação atual de propriedade da terra e dos processos de desapropriação do recorte e zoneamento de Campinas e de Indaiatuba, com seus respectivos parâmetros urbanísticos. O método desenvolvido contribuiu para o reconhecimento da paisagem rururbana ao revelar suas formas e funções espaciais, bem como as diferentes tendências de transformação territorial frente aos distintos agentes indutores atuantes no recorte estudado, de modo a evidenciar a indissociável relação entre objetos e ações no espaço, capitaneado pelas ordens hegemônicas. Abstract This research aims to reveal the transformation trends of the rururban landscape southwest of Viracopos International Airport, located in the southern portion of the municipality of Campinas, through the identification and characterization of Morpho-territorial Units. The territorial scope of the study is marked by the conflict between the expansion of the airport and related activities and the preservation of rural activities and cultural and environmental heritage, as well as by the overlap of different planning scales with guidelines that are sometimes contradictory. Thus, the following specific objectives were defined: to analyze the various territorial planning instruments affecting the area and to characterize the identified Morpho-territorial Units. The research was developed through the survey and analysis of the municipal, state, and federal regulatory framework related to territorial planning and management in the airport’s surrounding area. In addition, a literature review was conducted to deepen the theoretical discussion on concepts related to the rururban, metropolitan rural, and rural-urban transition, as well as on landscape analysis methodologies. Finally, data and information necessary for the delimitation of Morpho-territorial Units were collected and georeferenced, based on the methodology developed by Magalhães (2015), considering: morphological patterns of the landscape; land use and land cover; the current situation of land ownership and expropriation processes within the study area; and the zoning regulations of Campinas and Indaiatuba, together with their respective urban parameters. The method developed contributed to the recognition of the rururban landscape by revealing its spatial forms and functions, as well as the different trends of territorial transformation in response to the distinct driving agents acting within the studied area, highlighting the inseparable relationship between objects and actions in space, led by hegemonic orders.
