desenvolvimento urbano, destacando a evolução histórica do bairro. A segunda etapa
eficazes, visando à preservação do patrimônio cultural da comunidade "cariobense".

The study questions whether the preservation policies implemented by the municipality and the State have adequately considered the documentary, formal, memorial, and symbolic aspects in the preservation of the historic neighborhood and whether the actions taken ensure the transmission of the legacy to future generations. The research adopted an exploratory procedural methods approach, supported by documentary, bibliographic, and iconographic research using instruments such as consolidated bibliography, scientific articles, monographs, dissertations, theses, drawings, sketches, maps, and images. This method was developed in three stages: the first stage consisted of understanding the territory, focusing on the city's history from its agricultural origins to urban development, highlighting the historical evolution of the neighborhood. The second stage involved the survey and development of the Carioba neighborhood, considering the influence of the Müller family and the socioeconomic transformations from its origin to its decline. The third stage addresses the importance of preserving architectural and industrial heritage, discussing heritage listing initiatives and the challenges faced in this context. Therefore, this research aims to offer tools for the development of effective public policies, aiming at the preservation of the cultural heritage of the "cariobense" community.
