Abstract Climate change is the main challenge of the 21st century for humanity. Local governments play a decisive role in mitigating and adapting cities to climate impacts. However, few Brazilian cities demonstrate sufficient familiarity or preparedness to face this problem. Climatic variables cannot be neglected in urban planning and the formulation of public policies. The accelerated urbanization process that occurred throughout the 20th century attracted large population contingents to urban centers, without the public authorities being able to provide adequate infrastructure and essential services, resulting in the occupation of risk areas, a deficit in basic sanitation, limited access to drinking water, and inefficient management of solid waste and rainwater, among other structural problems. Given this context, the formulation of plans aimed at mitigating and adapting cities to climate change becomes imperative. The objective of this research is to comparatively analyze the climate change mitigation and adaptation strategies adopted in the Climate Action Plans of Brazilian megacities—São Paulo, Rio de Janeiro, Belo Horizonte, and Curitiba—in order to evaluate their effectiveness in terms of goals, indicators, and coherence with national and international guidelines. Applied in nature, the research uses bibliographic and documentary techniques for data collection. It is characterized as descriptive and comparative, analyzing the strategies adopted in the different action plans in response to climate change. Regarding the results, we found that the Climate Action Plans of the cities studied show structural convergences, such as alignment with the Paris Agreement, the SDGs, and the carbon neutrality targets by 2050. However, they differ in terms of institutional maturity, technical scope, and degree of integration with urban policies. The plans lack robust systems for monitoring indicators, evaluating and tracking the achievement of targets, which hinders social control, performance measurement, and the improvement of climate public policies.
